Configure Postgres to activate the frequency-response graph tool.

This tool renders measurement data stored in Prisma/Postgres. Set `DATABASE_URL`, run the Prisma migrations, seed target curves with `npm run seed:fr-targets`, and ingest measurements with `npm run ingest:fr` to activate it.
